The IFAB has announced changes to the penalty kick laws

The International Football Association Board, which is in charge of establishing game rules, has ratified changes to penalty kick laws that will take effect on July 1, 2023, at the start of the 2023/24 season. Sections of the penalty-kick rules are amended by the IFAB. The changes to the existing penalty rules were made to prevent goalkeepers from gaining an unfair advantage by distracting penalty kickers with unsportsmanlike antics. In less formal circles, the amendment has been dubbed "the Emiliano Martinez rule" after the Argentine goalkeeper used provocative tactics to distract players during penalty shootouts to help his country win its first World Cup title since 1986.
